Ukraine to receive EUR 2.3 billion tranche from EU under Ukraine Facility

The Council of the European Union has approved EUR 2.3 billion for Ukraine under the Ukraine Facility financial instrument.

This is stated in the message of the Ministry of Finance, the Ukrainian News agency reports.

The state budget will soon receive EUR 2.1 billion in loans and EUR 200 million in grants.

This is a regular tranche provided under the Pillar I instrument.

The funds will be used for priority social and humanitarian expenditures in the country.

Within the framework of the Ukraine Facility for 2024-2027, about EUR 50 billion are provided for Ukraine (EUR 38.337 billion - direct budget support).

In total, more than EUR 24.4 billion has already been received by the state budget since 2024, of which more than EUR 8.3 billion in 2025.

In order to receive the next regular tranche from the EU, Ukraine has completed the reform steps envisaged by the end of the third quarter of 2025 in key areas: public finance management, judiciary, business environment, banking sector, agri-food sector, strategic minerals, green transition and environmental protection.

As the Ukrainian News agency earlier reported, the European Union remains the largest donor of financial support to Ukraine - EUR 68.4 billion over almost 4 years.

In the first 11 months of 2025, the country received more than EUR 26.4 billion from the EU.
