Starting December 1, IDPs from TOT who are combatants will be able to apply for housing voucher for UAH 2 million through Diia

Starting December 1, internally displaced persons (IDPs) from the temporarily occupied territories (TOT) who have the status of combatants or persons with disabilities as a result of the war will be able to apply for a housing voucher worth UAH 2 million through the Diia mobile application. Prime Minister Yuliia Svyrydenko announced this on her Telegram channel, the Ukrainian News agency reports.

"We are expanding support for housing for internally displaced persons from the temporarily occupied territories. Starting December 1, IDPs from the TOT who have the status of a combatant or a person with a disability as a result of the war will be able to apply for a housing voucher worth UAH 2 million through Diia," she said.

Svyrydenko noted that the voucher allows people to buy a home or invest in construction, and can also be used as a down payment or to pay off a mortgage.

She added that this is the first stage of a new housing assistance program for families whose homes remained in the temporarily occupied territory.

Who can apply?

Internally displaced person who:

has the status of an IDP or a person with a disability as a result of war (since 2014);

has a confirmed previous place of residence in the TOT;

has a current IDP certificate with the address of actual residence in the territory controlled by Ukraine;

the person themselves and their family do not own any other housing in the controlled territories (with the exception of an outstanding mortgage or housing in a combat zone);

has not received housing support in other programs and does not have a valid application in eVidnovlennia.

The voucher can be used within 5 years. After the purchase of the housing, it will be subject to a 5-year ban on alienation to ensure the targeted use of funds.

Svyrydenko noted that the government is looking for opportunities to expand the program to other categories of IDPs from the TOT.

In his turn, Deputy Prime Minister for Reconstruction - Minister of Communities and Territories Development Oleksii Kuleba noted on his Telegram channel that this mechanism works on the basis of the state Register of damaged and destroyed property, and all the necessary data will be pulled up automatically.

Kuleba said that submitting an application requires several steps in Diia: updating the application, confirming family composition, and signing the application. After that, the application is checked by the Ministry of Finance and the commission at the place of actual residence. According to him, the application will gradually become available at Administrative Services Centers and notaries.

He also said that the first tranche for this program is EUR 120 million from the Council of Europe Development Bank, which will provide housing for the first three thousand families.

As the Ukrainian News agency earlier reported, in November, the Cabinet of Ministers simplified the procedure for obtaining compensation under the eVidnovlennia (eRecovery) program for jointly owned housing.
