Budget crisis engulfs most regions of russia - CCD
In 56 regions of the aggressor country of russia, a budget deficit of RUB 169.2 billion (about USD 2.14 billion) was formed in 2025. The largest deficits were recorded in the Kemerovo, Irkutsk, Tyumen, Novosibirsk, Nizhny Novgorod Oblasts and the Yamalo-Nenets Autonomous Okrug. This was reported by the Center for Countering Disinformation (CCD) of the National Security and Defense Council.
It is noted that among the reasons for the deficit is an increase in regional expenditures by 14.6%, while revenues increased by only 6.9% in 2025. A separate burden is one-time payments for a contract with the russian armed forces, which significantly increased local budget expenditures, and a reduction in revenues in other sectors.
"This combination - a decline in income taxes, an increase in social burdens, and billions in war spending - is pushing the regions of the russian federation into a financial hole. Despite the Kremlin's attempts to create the illusion of complete control, in the conditions of a protracted war, regional budgets of the russian federation are rapidly losing their stability, and this trend will only intensify," the CCD added.
Recall, according to Bloomberg, russian oil is unlikely to quickly return to the world market if the war in Ukraine ends.
