According to the results of 2025, the aggressor country russia will lose at least USD 37 billion in budgetary oil and gas revenues, and the energy sector of the russian federation will lose tens of billions of dollars. President Volodymyr Zelenskyy has announced this after a report by the head of the Foreign Intelligence Service, Oleh Ivashchenko, on Wednesday, November 12.

Zelenskyy emphasized that for the first time since the beginning of the full-scale invasion, russia has significantly reduced oil production and refining. According to him, this demonstrates the results of joint pressure on the aggressor with partners.

"Oil and gas revenues of the Russian budget are declining, and by the end of this year, Russia will lose at least USD 37 billion in budget oil and gas revenues. And tens of billions of dollars more are lost by Russian oil companies and the energy sector in general. All this limits the Russian military machine. Both conventional sanctions against Russia and Ukrainian long-range sanctions are working effectively," Zelenskyy said.

In addition, russians are using fewer tankers due to sanctions against the oil fleet, the President noted.

As the Ukrainian News agency earlier reported, on October 22, the US Treasury Department announced the introduction of new sanctions against russia. Rosneft and Lukoil, as well as their 34 subsidiaries, have been subject to the restrictions.

On October 30, President Volodymyr Zelenskyy said that the losses of the aggressor state russia from the recently imposed restrictions alone would amount to at least USD 50 billion a year.

According to Bloomberg, sea deliveries of russian crude oil decreased sharply - the most since January 2024.
