Draft state budget for 2026 provides for almost UAH 2 billion for implementation of minerals agreement with US

The draft state budget for 2026 provides for UAH 1,920 million for the implementation of the agreement with the US on the creation of the American-Ukrainian Investment Fund for Reconstruction (the agreement on minerals). This is stated in the explanatory note to the bill of the Cabinet of Ministers on the state budget for 2026 (No. 14000), Ukrainian News Agency reports.

"The draft State Budget of Ukraine for 2026 provides for expenditures under the budget program "Implementation of the Agreement between the Government of Ukraine and the Government of the United States of America on the Creation of the American-Ukrainian Investment Fund for Reconstruction" in the amount of UAH 1,920 million," the document states.

It is also noted that the draft state budget for 2026 provides for expenditures in the amount of UAH 186.9 million (from a special fund), which will allow for geological exploration work to restore and expand Ukraine's mineral and raw material base, primarily minerals of strategic and critical importance.

As Ukrainian News Agency earlier reported, the American-Ukrainian Investment Fund for the Reconstruction of Ukraine is considering titanium and zirconium deposits in the Kirovohrad Region as starting projects.

In early September, the Cabinet of Ministers delegated three representatives to the board of directors of the American-Ukrainian Investment Fund for the Reconstruction.

On May 8, the Verkhovna Rada ratified the agreement between the governments of Ukraine and the United States on the establishment of the American-Ukrainian Investment Fund for the Reconstruction (Minerals Agreement), concluded on April 30, 2025.
