Russia publishes text of memorandum on end of war handed over to Ukraine in Istanbul
The media of the aggressor country russia has published the text of the memorandum on the settlement of the war, which was allegedly handed over to Ukraine at the talks in Istanbul. It consists of three points and does not differ in any way from the conditions repeatedly voiced by moscow.

The document is called "Proposals of the Russian Federation (Memorandum) on the settlement of the Ukrainian crisis." It has three points in which the russians put forward conditions similar to those they put forward in the spring of 2022.
In the document, the russians identified the following points of the "final settlement":
- International legal recognition of the territories of Luhansk, Donetsk, Zaporizhzhia and Kherson Regions, as well as Crimea.
- Withdrawal of all units of the Defense Forces of Ukraine from the territories of these regions.
- Establishing a neutral status for Ukraine, which implies the country's refusal to join any military alliances and coalitions.
- A ban on any military activity by third countries on the territory of Ukraine.
- Ukraine must refuse any actions and conclude any agreements that contradict the country's "non-aligned" status.
- Ukraine must remain a state that does not possess weapons of mass destruction.
- Establishing a limit on the size of the Armed Forces of Ukraine and other security forces of Ukraine, as well as equipment and weapons.
- Disbanding "nationalist" formations within the Armed Forces of Ukraine and the National Guard of Ukraine.
- Ukraine must grant the russian language state status, as well as ensure the "fullness of rights, freedoms and interests" of the russian-speaking population.
- Ukraine must prohibit at the legislative level the "heroization and propaganda" of Nazism and neo-Nazism.
- Ukraine must lift restrictions on the Ukrainian Orthodox Church.
- Lifting all existing sanctions and refusing to impose new ones between Ukraine and russia.
- Refusal of mutual claims in connection with the damages caused as a result of the war.
- Phased restoration of diplomatic and economic relations.
As for the ceasefire, the russians indicated two options for the conditions for achieving it in the document.
The first option is the withdrawal of the Ukrainian army from the territories of four regions to an agreed distance from the "borders of Russia".
The second option is a package offer and also contains a number of requirements for Ukraine:
- A ban on the redeployment of units of the Ukrainian army, except for those that will be withdrawn to an agreed distance from the "borders of Russia".
- Cessation of mobilization and the beginning of demobilization.
- Cancellation of martial law.
- Cessation of supplies of weapons and other military products to Ukraine from third countries.
- Exclusion of the military presence of third countries on the territory of Ukraine.
- Ukraine must guarantee the cessation of subversive activities on the territory of the russian federation.
- Creation of a joint center for monitoring and control of the ceasefire.
- Mutual amnesty for political prisoners and the release of civilians held by the parties.
- Elections for the President of Ukraine and the Verkhovna Rada of Ukraine. They must be held no later than 100 days after the lifting of martial law.
- Ukraine must sign an agreement on the implementation of the provisions specified in the first paragraph of the document.
Only after the withdrawal of units of the Ukrainian Defense Forces from the territories of the four regions will the russians allegedly undertake to cease fire.
They also want the new Ukrainian authorities to sign a final agreement after the elections, which will then be approved by the UN Security Council and subsequently ratified.
At the time of publication of the news, Ukraine did not comment on the document or confirm its authenticity.
As the Ukrainian News agency earlier reported, today, June 2, the second round of negotiations between Ukraine and russia took place in Istanbul.
As the President of Ukraine Volodymyr Zelenskyy stated, the parties exchanged documents containing proposals to end the war, and also agreed to hold a new exchange of prisoners.
Later, the Minister of Defense of Ukraine Rustem Umerov, who heads the Ukrainian delegation, stated that Ukraine and the russian federation agreed to exchange two categories of servicemen: seriously wounded and those aged 18 to 25.
