Zelenskyy approves official composition of delegation for negotiations with russia
President Volodymyr Zelenskyy signed decree No. 306/2025, which approved the delegation to participate in peace talks in Istanbul. This is stated in the text of the decree of the head of state, posted on his official portal on Thursday, May 15.
"To form a delegation of Ukraine to participate in the negotiation process with Ukraine's international partners - delegations of the Republic of Turkey and the United States of America, as well as with representatives of the Russian Federation, scheduled for May 15-16, 2025 (Istanbul, Republic of Turkey), on achieving a just and lasting peace," the decree reads.
Delegation composition:
- Umerov Rustem Enverovych – Minister of Defense of Ukraine, head of the delegation
- Kyslytsia Serhii Olehovych – First Deputy Minister of Foreign Affairs of Ukraine, member of the delegation
- Poklad Oleksandr Valentynovych – Deputy Head of the Security Service of Ukraine, member of the delegation
- Luhovskyi Oleksandr Vasyliovych – First Deputy Head of the Foreign Intelligence Service of Ukraine, member of the delegation
- Shevchenko Oleksii Mykolaiovych – Deputy Chief of the General Staff of the Armed Forces of Ukraine, member of the delegation
- Skibitskyi Vadym Vasyliovych – Deputy Head of the Defense Intelligence of the Ministry of Defense of Ukraine, member of the delegation
- Shynkariov Yevhen Mykhailovych – Deputy Chief of Staff of the Air Forces Command of the Armed Forces of Ukraine, member of the delegation
- Diakov Oleksandr Ivanovych – Deputy Chief of Staff of the Naval Forces Command of the Armed Forces of Ukraine, member of the delegation
- Malovatskyi Oleksii Volodymyrovych – Head of the Department of International and Operational Law of the Central Legal Directorate of the General of the Armed Forces of Ukraine, member of the delegation
- Sherikhov Oleksandr Ihorovych – senior officer of the Defense Intelligence of the Ministry of Defense of Ukraine, member of the delegation
- Kuzmychov Heorhii Yuriiovych – protocol officer of the Office of the Chief of Staff of the Armed Forces of Ukraine, member of the delegation
- Bevz Oleksandr Oleksandrovych – advisor to the Head of the Office of the President of Ukraine, member of the delegation.
In addition, the head of the delegation may involve, in accordance with the established procedure, employees of state bodies, enterprises, institutions, organizations in agreement with their heads, scientific advisors and experts to ensure the work of the Ukrainian delegation.
As the Ukrainian News agency earlier reported, on May 15, President Volodymyr Zelenskyy decided to send a delegation headed by Defense Minister Rustem Umerov to Istanbul for negotiations with the russian side.
