Servicemen of the Territorial Recruitment and Social Support Centers without combat experience will be sent to areas of combat operations. This was announced by the General Staff of the Armed Forces of Ukraine on the Telegram channel, Ukrainian News Agency reports.
"In accordance with the decision of the Commander-in-Chief of the Armed Forces of Ukraine, a check is being carried out on the staffing of the territorial recruitment and social support centers with personnel with combat experience. Thus, servicemen of the territorial recruitment and social support centers without combat experience and relevant health restrictions will be sent to perform military service in units performing tasks in areas of combat operations. Persons who have been wounded, concussed and, due to their health, cannot perform duties in combat units will be appointed to their positions," the message says.
It is noted that the overall coordination of this process is carried out by one of the deputy chiefs of the General Staff.
"These measures are aimed at improving the quality of the work of the territorial recruitment and social support centers and ensuring compliance with the principles of social justice, which will contribute to strengthening brotherhood, fighting spirit, and mutual respect in military groups," the General Staff notes.
The General Staff also reports that in the period from 2022 to 2025, all heads of the territorial recruitment and social support centers were replaced (rotated). Currently, almost 70% of the territorial recruitment and social support centers servicemen already have combat experience, and defenders who were injured (got contusions) during hostilities currently make up about half of the total territorial recruitment and social support centers personnel. 20% of the territorial recruitment and social support centers personnel are civilians, i.e. employees of the Armed Forces of Ukraine.
The General Staff also emphasizes that measures to improve the work of the territorial recruitment and social support centers are ongoing.
As Ukrainian News Agency earlier reported, in March, the Commissioner for Human Rights of the Verkhovna Rada of Ukraine, Dmytro Lubinets, reported that in 2025, the number of appeals and cases of human rights violations covered in the media during mobilization events by territorial recruitment and social support centers employees increased, and this trend continues.
