Limits on card transfers - instead of NBU restrictions, limits of banking memorandum are in effect
Today, April 1, the limits on card transfers for individuals, which were established from October 1 by the National Bank of Ukraine (NBU), have expired.
However, the limits established by the banking memorandum, which was signed in December last year, continue to apply.
This memorandum provides that from February 01, 2025 - for clients with a "high" risk level, a limit of up to UAH 50,000 per month will be set.
For clients with "medium" and "low" risk levels - in accordance with the limits and terms of phased implementation: from February 01, 2025 - up to UAH 150,000 per month; from June 01, 2025 - up to UAH 100,000 per month.
The limits will not include transactions for transferring funds between two accounts opened by the client in the same bank.
If the client has documented income exceeding the limit established on the date, banks will make transfers within the limits of the confirmed income.
In addition, during the service, the client has the right to contact the payment service provider participating in the Memorandum with a request to increase the established limit with the mandatory provision of documentary confirmation of funds.

As Ukrainian News Agency earlier reported, the establishment of limits on money transfers through a memorandum of banks took place under the influence of the state. This opinion was expressed to journalists by the Verkhovna Rada member from the European Solidarity faction, member of the Committee on Finance, Tax and Customs Policy Nina Yuzhanina.
Card transfers of Ukrainians decreased by 6 pp. to 31.1% in 2024 compared to 2023, when they were 37.1%.
