Zelenskyy approves delegation for negotiations on creation of international commission to consider claims for compensation for damages caused by russia

President Volodymyr Zelenskyy has approved the composition of the delegation for negotiations on the preparation of a draft agreement on the creation of an international commission to consider claims for compensation for damages caused by russia's aggression against Ukraine.

This is stated in Decree No. 177 of March 24, the Ukrainian News agency reports.

The decree notes that the delegation was created to continue work on defining an international compensation mechanism for compensation for damages caused by the russian federation's aggression against Ukraine.

Deputy Head of the Presidential Office Iryna Mudra was appointed as the head of the delegation, and State Secretary of the Ministry of Foreign Affairs Oleksandr Karasevych was appointed as the deputy head.

Zelenskyy also approved the delegation's directives for participation in the negotiations and instructed the Cabinet of Ministers to ensure financing of the expenses related to the delegation's participation in the negotiations.

Earlier, the Office of the President reported that on March 19-21, the members of the Coalition of States (Core Group) completed the coordination of key documents necessary for the launch of the Special Tribunal for the Crime of Aggression against Ukraine: a draft bilateral agreement between Ukraine and the Council of Europe on the establishment of a special tribunal, a draft statute of the special tribunal, and a draft expanded partial agreement on the management of the special tribunal. Now these three documents will be submitted for political consideration.

As the Ukrainian News agency earlier reported, in February, Zelenskyy said that Ukraine would work on a tribunal for the president of the aggressor country, russia, vladimir putin, and his associates even after the end of the hot phase of the war.

From April 2024, Ukrainians whose property was damaged by russian aggression can apply for compensation for damage through an international mechanism launched in The Hague. From July 2024, Ukrainians whose housing was damaged or destroyed as a result of russian aggression can submit an application to the International Register of Damages in The Hague on the Diia portal without registration in the Register of Property Rights and an act on damaged property.
