Declaration of income of military personnel in 2025 – who is obliged to report and when
From January 1, the next stage of submitting declarations for 2024 began. Under martial law, military and civil servants working in the Ministry of Defense remain obliged to submit declarations.
The Ministry of Defense of Ukraine has reported this.
Thus, according to the law, due to martial law, some categories of military personnel are exempted from submitting declarations:
- military officials undergoing military service under a contract (private, sergeant, junior officer);
- mobilized military personnel, reservists and conscripted officers;
- workers in the social sphere, healthcare, education, science, culture and sports (except for managers).
Declarants from among the military personnel of the Armed Forces of Ukraine of senior and higher officer ranks are required to submit declarations within 90 days from the date of termination of martial law or discharge from military service.
Meanwhile, certain categories of military personnel and civil servants of the perimeter of the Ministry of Defense must submit a declaration even under martial law:
- ministers and their deputies;
- military personnel of the Ministry of Defense of Ukraine (including seconded personnel);
- members of military medical and medical flight commissions (including seconded personnel);
- military personnel of territorial recruitment and social support centers (except for ordinary members of security units);
- persons participating in the procurement of goods, works and services for defense purposes or controlling their quality.
According to the Law of Ukraine "On Prevention of Corruption", persons authorized to perform state or local government functions must submit declarations by April 1, 2025 through the official website of the National Agency on Corruption Prevention (NACP).
As the Ukrainian News agency earlier reported, journalists previously showed what incomes were declared by the heads of MSEC regional centers in the previous year.
Meanwhile, the incomes of the Verkhovna Rada member Mariana Bezuhla at her main place of work - the parliament - increased in 2024 compared to 2023.
