Rada supports elimination of MSEC

The Verkhovna Rada has adopted in the first reading a bill proposing to eliminate medical and social expert commissions (MSEC).

This was announced by Yaroslav Zhelezniak, MP from the Holos faction, on his Telegram channel, Ukrainian News Agency reports.

260 MPs voted for the adoption of bill No. 12178 as a basis, with the minimum required 226.

The bill proposes to replace MSECs with teams of practicing doctors from January 1.

It is proposed to introduce the term "assessment of daily functioning of a person" instead of "medical and social expertise".

According to the bill, from January 1, 2025, expert teams for the assessment of daily functioning of a person will start working instead of MSECs, which will consist of practicing doctors.

It is envisaged that the relevant teams will work in multidisciplinary medical institutions and will be formed individually from specialized specialists in accordance with the patient's needs, which will increase the professionalism of the examination.

It is also envisaged that the new system will be digitalized, the attending physician will be able to electronically refer the case for assessment, and the assessment results will automatically enter the Unified Information System of the Social Sphere for further steps in rehabilitation, assessment of working capacity and, if necessary, the assignment of state payments.

At the same time, it is proposed to determine that the heads of the MSEC, who held their positions before January 1, 2025, do not have the right to assess the condition of a person.

It is proposed to establish that a medical conclusion on temporary incapacity for work is formed for the entire period of the condition that leads to temporary loss of working capacity.

Mechanisms for appealing the decisions of the teams are also provided.

The new assessment system will be financed through the National Health Service of Ukraine (NHSU).

As Ukrainian News Agency earlier reported, on November 4, the Cabinet of Ministers submitted to the Verkhovna Rada a bill proposing to liquidate the medical and social expert commissions.

The Main Scientific and Expert Department of the Verkhovna Rada found inconsistencies in the bill proposing to liquidate the MSEC.

Later, the Rada Committee on Health Care recommended adopting the bill on liquidating the MSEC.
