ISW analyzes whether russia interested in peace negotiations with Ukraine
The Kremlin continues to demonstrate its indifference to any peaceful settlement of the conflict, insisting on the capitulation of the Ukrainian government and the liquidation of Ukrainian statehood.
This was stated in a report by the Institute for the Study of War (ISW).
Prior to this conclusion, analysts recalled several events, in particular, President Volodymyr Zelenskyy's interview with the New Yorker magazine, in which he stated that russia was not interested in ending the war on reasonable terms and was only feigning a desire to negotiate.
Zelenskyy also noted that Ukraine invited russia to participate in the second peace summit, but the Kremlin did not show any interest.
In particular, on September 22, vladimir putin's press secretary Dmitry Peskov stated that there is no "alternative" to a russian victory in Ukraine, confirming the russian federation's reluctance to discuss any conditions other than the surrender of Ukraine. He also called NATO and the West a "collective enemy".
Additionally, russian Foreign Ministry spokeswoman Maria Zakharova stated that russia will not participate in the second Ukrainian peace summit or any similar events.
Thus, the Institute for the Study of War remains convinced that the Kremlin is not interested in honest peace negotiations with Ukraine. According to analysts, Moscow uses the concept of "peace plans" and "negotiations" only in order to force the West to put pressure on Ukraine in order to obtain concessions regarding its sovereignty and territorial integrity.
