Electronic and paper military registration documents have same legal force - official clarification
The Ministry of Defense emphasizes that electronic and paper military registration documents have the same legal force.
This is stated in the official explanation of the Ministry of Defense, the Ukrainian News agency reports.
"In particular, the presence of a military registration document in electronic form, for example, in the relevant mobile phone application, or in the form of a printed military registration document with a QR code, is equivalent to a military registration document in paper form, since they all have the same legal force," the message says.
It is noted that the military registration document in electronic form allows authorized employees of territorial recruitment and social support centers, the National Police, the State Border Guard Service to read it using any means (phones, tablets) on which the Reserve+ application can be installed and which have a camera, and the employer - to form a list of persons liable for military service who are offered for booking for the period of mobilization and for wartime.
The Ministry of Defense notes that during the inspection, authorized representatives of territorial recruitment and social support centers, the National Police, and the State Border Guard Service may use technical devices, tools, and specialized software with access to the Unified State Register of conscripts, persons liable for military service, and reservists. At the same time, it is emphasized that the use of special electronic equipment is a right and not an obligation of authorized representatives.
The Ministry of Defense also notes that the military registration document in electronic form is only valid if there is a QR code and cannot be used without it. The military registration document in electronic form can be printed, in which case it must contain a readable QR code of the military registration document.
"The only reason for non-confirmation of a military registration document in electronic form is the unsuitability of the QR code for reading by technical means," the message reads.
As the Ukrainian News agency earlier reported, the law On Mobilization Training and Mobilization establishes that during the period of mobilization, male citizens of Ukraine aged 18 to 60 are required to carry a military registration document.
Failure by a person to carry and present military registration documents for verification is an administrative offense punishable by a fine.
A military registration document with a QR code from the Register of conscripts, persons liable for military service and reservists can also be obtained on the Diia portal.
