Ukrainian military killed, new EU sanctions, designating Ukraine United States' non-NATO ally, Kremenchuk Mayor killed, Putin responsible for Malaysia Airlines crash, grenade firing at Lviv Mayor's house.

12:54 Four military men were killed and twenty were wounded in the course of the antiterrorist operation on July 25, spokesperson of the information center of the National Security and Defense Council (NSDC) Andrii Lysenko has told a briefing.

Sanctions were also imposed against Russian Foreign Intelligence Service's Director Mikhail Fradkov, Security Council's Secretary Nikolai Patrushev, Russian Federal Security Service's Director Aleksandr Bortnikov, Security Council's Deputy Secretary Rashid Nurgaliev, and permanent member of the Security Council Boris Gryzlov, and others.

Also on the list of sanctions are the self-proclaimed governor of Donetsk and commander of Donetsk People's Self-Defense Pavel Gubarev, foreign affairs minister of self-proclaimed Donetsk Republic's Republic Yekateryna Gubareva, DPR deputy defense minister Fyodor Berezin, President of the so-called Republic of Novorossiya Valery Kaurov, paramilitary aide Serhii Zdryliuk (also known as Abver), and DPR first deputy prime minister and former state security minister of the Transdniestrian Moldavian Republic Vladimir Antyufeev.

13:28 The co-chairs of the Congressional Ukrainian Caucus in the United States' House of Representatives, Jim Gerlach (Republican Party), Marcy Kaptur, and Sander Levin (both Democratic Party) have proposed designating Ukraine as a major non-NATO ally of the United States.

The press office of Gerlach announced this in a statement.

According to the statement, the congressional representatives introduced legislation to provide a clear and specific process to provide direct military and security assistance to the government of Ukraine on July 24.

The statement said that the proposed bill HR 5190 (the Ukraine Security Assistance Act of 2014) would reinforce the strong relationship between the United States and Ukraine.

This legislation would authorize President Barak Obama to work with the government of Ukraine to assess that country's military, intelligence, and security needs and provide adequate and necessary assistance to protect Ukrainian democracy and sovereignty, the statement said.

Babaev died of gunshot wounds on the spot.

14:08 Unidentified people fired an anti-tank grenade at Lviv Mayor Andrii Sadovyi's house on Striletska Street at around 23:30 on July 25, using a Mukha anti-tank grenade launcher.

A representative of the Lviv regional council announced this to Ukrainian News.

According to him, the grenade hit the house's attic.

According to him, nobody was hurt because Sadovyi and his family were not home.

Police are currently working at the scene.

15:25 The United States believes that Russian President Vladimir Putin is responsible for the downing of Malaysia Airlines flight MH17 in the Donetsk region.

"We do know that it was an SA-11 system (the NATO name for the Buk anti-aircraft missile system) that was in the hands of separatists that brought down the Malaysian airliner last week. We know that Russia had been involved in training separatists to use that system. And that is why the Russians are responsible for that and why the international community is now focused on isolating the Putin regime and getting them to change their behavior in Ukraine," said Earnest.

According to him, the missile was fired from the ground in an area that was controlled by separatists and in an area where Ukrainian government forces were not actually operating anti-aircraft weapons at that time.
