Budget fulfilled with a deficit of UAH 801.6 billion in 9M

In the first nine months of 2023, the state budget was implemented with a deficit in the amount of UAH 801.6 billion, including the general fund - in the amount of UAH 835.4 billion, against the planned deficit of the general fund for the first nine months of 2023 in the amount of UAH 1,384, 7 billion.

This follows from a statement by the Ministry of Finance, the Ukrainian News agency reports.

For September 2023, the general fund of the state budget received UAH 144.1 billion.

Among the payments, the execution of which is controlled by tax and customs authorities, the main revenues were received at the expense of:

• UAH 34.5 billion – value added tax on goods imported into the customs territory of Ukraine;
• UAH 19.4 billion – value added tax on goods produced in Ukraine (UAH 30.1 billion collected, reimbursed – UAH 10.7 billion);
• UAH 15.2 billion – personal income tax and military duty;
• UAH 10.9 billion – excise tax;
• UAH 6.7 billion – rent payment for subsoil use;
• UAH 4.2 billion – corporate income tax;
• UAH 2.8 billion - import and export duties.

At the same time, the implementation of the monthly income statement by the State Tax Service amounted to 102.4% (+UAH 1.4 billion), by the State Customs Service - 92.4% (-UAH 3.1 billion).

Funds received by Ukraine in the form of international aid (grants) became another important source of state budget revenues in September of this year: its volume at the end of the month amounted to UAH 45.7 billion. The funds came from the United States of America.

According to operational data, for the first nine months of 2023, the general fund of the state budget received UAH 1,274.9 billion.

Among the payments, the execution of which is controlled by the tax and customs authorities, the following main receipts were received:

• UAH 261.0 billion – value added tax on goods imported into the customs territory of Ukraine;
• UAH 146.4 billion – value added tax on goods manufactured in Ukraine, of which UAH 248.0 billion were collected, UAH 101.6 billion were reimbursed;
• UAH 125.1 billion – personal income tax and military duty;
• UAH 106.1 billion – corporate income tax;
• UAH 79.9 billion – excise tax;
• UAH 46.1 billion – rent payment for subsoil use;
• UAH 22.4 billion – import and export duties.

At the same time, the implementation of the income statement by the State Tax Service was 102.4% (+UAH 12.6 billion), and by the State Customs Service - 97.1% (-UAH 8.4 billion).

The following important source of state budget revenues in the first nine months of 2023 was the funds received by Ukraine in the form of international aid (grants) - UAH 362.9 billion.

The largest donor of grant support in the first nine months of 2023 is the United States of America (UAH 356.5 billion).

Also, on an irrevocable basis, Ukraine received financing from Germany, Spain, Finland, Ireland, Switzerland, Belgium, and Iceland in the total amount of up to UAH 6.4 billion. The funds were directed to the state budget of Ukraine through the Trust Fund of the World Bank within the framework of the PEACE in Ukraine project.

In the first nine months of 023, the receipts of the Social Insurance Fund to the Pension Fund and social insurance funds amounted to UAH 343.3 billion, of which UAH 41.4 billion were received in September.

In general, according to the results of the first nine months of 2023, the general and special funds of the state budget received UAH 2,013.5 billion in taxes, fees, and other payments.

According to operational data of the State Security Service for the first nine months of 2023, cash expenditures of the state budget amounted to UAH 2,821.8 billion, including the general fund - UAH 2,117.9 billion, or 93% of the schedule for the reporting period.

As the Ukrainian News agency earlier reported, in the first nine months of 2023, the state budget was implemented with a deficit in the amount of UAH 714.6 billion, including the general fund - in the amount of UAH 749.8 billion, against the planned deficit of the general fund for January-August 2023 the amount of UAH 1,237.4 billion.
