State budget fulfilled with a deficit of UAH 714.6 billion in 8M
In the first eight months of 2023, the state budget was fulfilled with a deficit in the amount of UAH 714.6 billion, including the general fund - in the amount of UAH 749.8 billion, against the planned deficit of the general fund for the first eight months of 2023 in the amount of UAH 1,237.4 billion.
This follows from a statement by the Ministry of Finance, the Ukrainian News agency reports.
According to operational data, for August 2023, the general fund of the state budget received UAH 124.7 billion.
Among the payments, the execution of which is controlled by tax and customs authorities, the main revenues were received at the expense of:
- UAH 34.0 billion – value added tax on goods imported into the customs territory of Ukraine;
- UAH 30.9 billion – corporate income tax;
- UAH 20.0 billion – value added tax on goods produced in Ukraine (UAH 29.0 billion collected, reimbursed – UAH 9.0 billion);
- UAH 14.6 billion – personal income tax and military duty;
- UAH 10.1 billion – excise tax;
- UAH 4.2 billion – rent payment for subsoil use;
- UAH 2.8 billion - import and export duties.
At the same time, the implementation of the monthly list of incomes by the State Tax Service amounted to 100.3% (+UAH 0.2 billion), by the State Customs Service - 95.3% (-UAH 1.8 billion).
Data for the first eight months of 2023:
According to operational data of the State Treasury Service, for the first eight months of 2023, the general fund of the state budget received UAH 1,130.8 billion.
Among the payments, the execution of which is controlled by the tax and customs authorities, the following main receipts were received:
- UAH 226.5 billion – value added tax on goods imported into the customs territory of Ukraine;
- UAH 127.0 billion – value added tax on goods produced in Ukraine, of which UAH 218.0 billion were collected, UAH 91.0 billion were reimbursed;
- UAH 109.9 billion – personal income tax and military duty;
- UAH 101.9 billion – corporate income tax;
- UAH 69.0 billion – excise tax;
- UAH 39.4 billion – rent payment for subsoil use;
- UAH 19.6 billion - import and export duties.
At the same time, the implementation of the income statement by the State Tax Service amounted to 102.4% (+UAH 11.2 billion), by the State Customs Service - 97.9% (-UAH 5.3 billion).
The next important source of state budget revenues in the first eight months of this year was the funds received by Ukraine in the form of international aid (grants) - UAH 317.2 billion.
The largest donor of grant support in the first seven months of 2023 is the United States of America (UAH 310.8 billion). Also, on an irrevocable basis, Ukraine received financing from Germany, Spain, Finland, Ireland, Switzerland, Belgium, and Iceland for up to UAH 6.4 billion. The funds were directed to the state budget of Ukraine through the Trust Fund of the World Bank within the framework of the PEACE project.
In the first eight months of 2023, the receipts of the Single Social Fee to the Pension Fund and social insurance funds amounted to UAH 301.8 billion, of which UAH 38.2 billion was received in August.
According to the results of the first eight months of 2023, the general and special funds of the state budget received UAH 1,655.5 billion in taxes, fees, and other payments.
According to operational data for the first eight months of 2023, cash expenditures of the state budget amounted to UAH 2,377.0 billion, including the general fund - UAH 1,887.7 billion, or 93% of the schedule for the reporting period.
As the Ukrainian News agency earlier reported, for the first seven months of 2023, the state budget was implemented with a deficit in the amount of UAH 583.9 billion.
