Number of Ukrainians who support Zelenskyy's interference in activities of Rada and government decreased from 79% to 52% in 4 years

The number of Ukrainians who believe that President Volodymyr Zelenskyy can interfere in the activities of the Verkhovna Rada and the Cabinet of Ministers has decreased from 79% to 52% in 4 years.

This is evidenced by the results of a survey by the Kyiv International Institute of Sociology (KIIS), Ukrainian News Agency reports.

Thus, 52% of Ukrainians surveyed in May-June of this year believe that the President should have the opportunity to interfere in the activities of the parliament and the government in time of war in order to strengthen the country's defense, despite the division of powers between them.

At the same time, 38% of those surveyed believe that even in time of war, the division of powers between different branches of government should be preserved and the President should not interfere in the activities of the parliament and the government, 10% answered that it is difficult for them to express their opinion on this issue.

The study was conducted on May 7-June 3, 2026, using telephone interviews based on a random sample of mobile numbers.

1,000 adult respondents living in all regions of Ukraine, except for temporarily occupied territories, were surveyed.

The statistical error of the sample does not exceed 4.1%.

KIIS notes that in a similar survey in July 2022, 79% believed that the President could intervene and ignore the constitutional division of powers, while 16% were against this.

As Ukrainian News Agency earlier reported, only 20% of Ukrainians surveyed in January believed in a quick end to the war, almost two-thirds believed that the war would last until 2027 or longer.
