Russia bans deportation of foreigners who participated in war against Ukraine

The State Duma of the aggressor country of russia has adopted a bill banning the deportation of foreign citizens who participated in hostilities or served in the russian army. The Moscow Times reports.

The text of the bill states that such foreigners cannot be denied a temporary residence permit, residence permit, or work permit.

Such persons cannot be banned from entering the territory of the russian federation or be deemed undesirable to stay in the country.

According to the bill, veterans of hostilities are additionally exempted from the bans on the issuance, reissuance, and cancellation of work permits in the russian federation.

In addition, if previously a foreigner was threatened with deportation from the russian federation for violating migration legislation, then after the adoption of the bill he may be fined RUB 50,000.

As Ukrainian News Agency earlier reported, on May 28, the Ministry of Foreign Affairs of Ukraine stated that citizens of almost 50 countries are in Ukrainian captivity. These are those who were recruited by representatives of the russian federation for the war against Ukraine.

As a reminder, in November 2025 it became known that russia had recruited more than 18,000 foreigners to participate in the war against Ukraine. Almost 3,400 of them were killed during the hostilities.
