Ukraine's recovery needs increased by 12.2% to USD 588 billion in 2025. This is stated in the report of the Ministry of Economy, Environment and Agriculture, the Ukrainian News agency informs.

On February 23, Kyiv hosted the presentation of the fifth Rapid Damage and Recovery Needs Assessment (RDNA5).

"Compared to RDNA4, the needs for reconstruction increased by 12.2% over the year. Most of all, in the Donetsk, Kharkiv, Zaporizhzhia, Kyiv, Luhansk and Kherson Regions. At the same time, at least USD 20.3 billion has already been financed, which is 3.5% of the total needs, mainly in the sectors of housing, education, transport, business and agriculture," said Economy Minister Oleksii Sobolev.

According to RDNA5, as of December 31, 2025, Ukraine's recovery and reconstruction needs amount to more than USD 587.7 billion over the next ten years, with total direct damage estimated at USD 195.1 billion and economic and social losses at USD 666.7 billion.

The biggest needs for recovery and rehabilitation are as follows:

transportation sector - USD 96.3 billion (16.4%);

energy – USD 90.6 billion (15.4%);

housing sector – USD 89.8 billion (15.3%);

trade and industry – USD 63.3 billion (10.8%).

Sobolev emphasized that the post-war reconstruction of Ukraine is not limited to a return to the pre-war economic model, together with the World Bank, Ukraine has developed the "Economy of the Future" model, which provides for a doubling of GDP in ten years.

"These are new jobs, the return of forced migrants, income growth and a tax base that can support a modern army and state without constant dependence on donors. This is not only our economic goal, but also a strategy for security and defense against new aggression," Sobolev added.

The Minister also noted the important role of Ukraine for Europe. According to him, it is about three key things.

The first is security, because Ukraine has the largest armed forces in Europe, a powerful defense industry base and one of the most developed drone production ecosystems.

The second is energy, where Ukraine has a huge potential in solar and wind energy, which is important for the region's energy independence.

The third is critical minerals, which Ukraine has in sufficient quantities to guarantee Europe's resource security.

The RDNA5 (the fifth Rapid Damage and Needs Assessment) is being conducted by the World Bank, the Government of Ukraine, the European Union, and the UN. The report is based on previous joint assessments and takes into account additional analytical research. It includes the "build back better" (BBB) ​​approach and the principles of green, sustainable, and inclusive reconstruction.

RDNA5 analyzes the impact of the war on vulnerable groups (displaced persons, veterans, persons with disabilities, etc.) and identifies short-term recovery priorities for 2026.

As the Ukrainian News agency earlier reported, according to RDNA4, as of December 31, 2024, the total cost of reconstruction in Ukraine was estimated at USD 524 billion.
