Pre-trial restraint for former Odesa mayor Trukhanov changed to personal recognizance
On Wednesday, January 21, the Pecherskyi District Court of Kyiv canceled the house arrest for former Odesa mayor Hennadii Trukhanov. His preventive measure was changed to a personal recognizance and his electronic bracelet was removed. Lawyer Oleksandr Lysak told this in a comment to the Suspilne media outlet.
As reported, earlier the court imposed on Trukhanov a measure of restraint in the form of house arrest in the case of negligence, which, according to the investigation, led to the death of 9 people during the bad weather on September 30. The court extended this measure of restraint for another month.
In December, the court extended the measure of restraint for another month.
A total of nine officials were notified of suspicion, including Trukhanov's deputies, heads of departments of the city council and the municipal enterprise "City Roads."
The investigation believes that Trukhanov improperly performed his duties and failed to ensure the proper functioning of the city's engineering networks. Despite years of problems with flooding, he did not initiate the repair of storm sewers and drainage systems, and on the day of the disaster he did not organize a public warning.
As the Ukrainian News agency earlier reported, in late September 2025, heavy rains caused flooding in Odesa, which killed 9 people. After that, petitions appeared: one demanding the creation of a city military administration, the other to deprive Mayor Hennadii Trukhanov of his citizenship. It quickly gained the necessary signatures, and the SSU announced the termination of his Ukrainian citizenship. Trukhanov automatically lost his position, and the President appointed Serhii Lysak as the head of the newly created city military administration. Trukhanov himself denies having a russian passport and said he would appeal the decision in court.
On October 14, it became known that President Zelenskyy signed a decree on the deprivation of citizenship of Odesa Mayor Trukhanov.
