Second competition for management of Gulliver SEC won by company that was previously disqualified
The National Agency of Ukraine for Finding, Tracing and Management of Assets Derived from Corruption and Other Crimes (Asset Recovery and Management Agency, ARMA) held a second competition to select the manager of the Gulliver shopping and entertainment center.
This is stated in the ARMA report, Ukrainian News Agency reports.
The report states that three participants took part in the competition.
According to the Prozorro system, the most advantageous economic offer came from the participant LLC BC Millennium.
This participant had already participated in the previous competition, but then his candidacy was rejected due to violation of anti-corruption legislation.
The director of LLC BC Millennium was simultaneously in the civil service and carried out commercial activities on behalf of this enterprise, without having any legal authority to do so.
The second participant is PE Limex Express Kyiv.
The third participant is Alakor City LLC, which was also rejected during the previous competition due to the fact that the beneficiary of the company was a resident of the russian federation.
It is noted that ARMA will not allow companies that are involved in corruption schemes, the owner of the arrested asset, or are connected to the russian federation to be managed.
A detailed check of the tender documentation and all participants for their involvement with the owner and the russian federation is already underway.
As Ukrainian News Agency earlier reported, at the end of May, the Asset Recovery and Management Agency continued the competition to select the manager of the Gulliver shopping and entertainment center.
On April 24, 2024, the Prosecutor General's Office initiated the transfer of the Gulliver shopping and entertainment center of businessman Viktor Polishchuk, owner of the Eldorado chain, to ARMA.
The petition was filed with the Shevchenkivskyi District Court of Kyiv as part of the ESB criminal investigation into tax evasion by the mall management.
On June 3, 2024, the court considered the Prosecutor General's Office petition to transfer the mall to the management of ARMA and granted it as part of the criminal proceedings.
The owner of the Gulliver mall is Viktor Polishchuk.
