Revenues of general fund of state budget in May 2025 increase by 34.5% compared to May 2024 – Finance Ministry

According to operational data, in May this year, the receipts of taxes, fees and mandatory payments to the general fund of the state budget of Ukraine increased to UAH 204.1 billion from UAH 151.8 billion in May last year, but this is less than UAH 274.7 billion in April this year, such are the preliminary data (as of 4 p.m. on May 30)

According to the data, the corporate income tax amounted to UAH 45.4 billion this month (in May 2024 - UAH 42.1 billion), personal income tax and military levy - UAH 30.1 billion (UAH 17.5 billion).

The budget also received UAH 25.8 billion in May in value-added tax on goods produced in Ukraine (UAH 36.9 billion collected, UAH 15.5 billion refunded), while in May last year it was UAH 20.2 billion (UAH 12.7 billion refunded), excise tax – UAH 15.2 billion (UAH 17.2 billion), and rent – ​​ UAH 4.9 billion (UAH 5.4 billion).

According to the Ministry of Finance, in total, payments from the State Tax Service this month amounted to UAH 121.4 billion, from the State Customs Service – UAH 55.6 billion, while in May last year – UAH 99.8 billion and UAH 48.4 billion, respectively.

In general, according to the Ministry of Finance, as of May 2025, the general and special funds of the state budget received UAH 272.6 billion in taxes, fees and other payments, compared to UAH 229.2 billion in May last year and UAH 336.2 billion in April this year.

In addition, UAH 47.4 billion (as of May 29) was received in the form of SSC to pension and social insurance funds, while in May last year - UAH 42 billion.

Data on expenditures in May are not yet available.

As reported, the 2025 state budget was approved with revenues of UAH 2 trillion 327.1 billion, in particular, the general fund - UAH 2 trillion 133.3 billion (excluding grants and international assistance), and expenditures of UAH 3 trillion 929.1 billion, in particular, the general fund - UAH 3 trillion 591.6 billion. At the same time, the Ministry of Finance confirmed the need to increase spending by about UAH 400 billion by the end of the year.

In 2024, the state budget received UAH 3 trillion 120.5 billion in revenue, which exceeded the state budget figure by UAH 448 billion, or 16.8%. According to the general fund, revenue growth amounted to UAH 513.9 billion, or 30.9% - to UAH 2 trillion 177 billion, in particular, international financial assistance in the form of grants amounted to UAH 453.6 billion compared to UAH 433.9 billion in 2023.

State budget expenditures in 2024 increased compared to 2023 by UAH 464.5 billion, or 11.6% - to UAH 4 trillion 479.3 billion, in particular, for the general fund - by 15%, or UAH 454.5 billion - to UAH 3 trillion 488.8 billion.
