Housing rental subsidy for IDPs available in Ukraine from today
From January 29, a housing rental subsidy is available in Ukraine for internally displaced persons.
The Ministry of Social Policy has said this in a statement, the Ukrainian News agency reports.
"From January 29, internally displaced persons will be able to submit documents for its assignment. The subsidy will be assigned by analogy with the housing subsidy to those families who need financial assistance the most," the report says.
Minister of Social Policy Oksana Zholnovych noted that the rental subsidy is an important tool for supporting IDPs, as it will take into account both the financial ability of each family to pay the rent for housing and the difference in the cost of rent in different regions of the country.
"This will also allow not only to help the family financially, but also to protect it legally, because the lease agreement will protect against unjustified price increases or eviction without grounds. And what is important: the tool also provides protection for the landlord from non-payment of rent or utilities," Zholnovych emphasized.
The subsidy will be available to IDPs who:
- left the regions occupied by russia or from combat zones and do not have their own housing in the relatively safe regions of Ukraine, and their housing is destroyed or uninhabitable;
- want to rent individual housing, but do not have enough funds for this;
- rent housing and spend a significant part of their income on it.
The housing rental subsidy will be provided provided that:
- the tenant and the landlord are not related by family ties;
- the tenant does not receive state assistance for IDP housing;
- the landlord of the premises no longer receives compensation for it under the "Shelter" program.
- At the same time, an IDP family can simultaneously receive both a rental subsidy and a subsidy for housing and communal services.
- The rental subsidy can be issued:
- offline – at the nearest Pension Fund service center or administrative services center;
- online – through the Pension Fund electronic services portal or mobile application (using an electronic signature, it must be with both the homeowner and the IDP).
The following documents are required for the subsidy: a rental agreement; an application; if necessary, copies of documents confirming the powers of the legal representative, guardian, custodian, parents-educators or other documents confirming any special circumstances.
Documents are submitted personally by the homeowner and the internally displaced person.
If the homeowner lives in another region or abroad, you can use the electronic form for submitting documents through the web portal of electronic services or the Pension Fund mobile application (using an electronic signature).
In addition, the application and rental agreement can be signed on behalf of the homeowner by his legal representative on the basis of a power of attorney.
As the Ukrainian News agency earlier reported, at the end of December, the Ministry of Social Policy announced that the housing rental subsidy for IDPs has been extended to the entire territory of Ukraine.
