Rada abolishes fines for dishonest arms suppliers and Economic Code

The Verkhovna Rada has abolished fines for dishonest arms suppliers and supported the full privatization of state and municipal enterprises.

Iryna Herashchenko, co-chair of the European Solidarity faction in the Verkhovna Rada, announced this on Telegram, the Ukrainian News agency reports.

"Only 248 parliamentarians – Servant of the People, Opposition Platform – For Life and for some reason Holos supported the bill on the features of regulating the entrepreneurial activity of individual legal entities during the transition period #6013... The bill provides for the full privatization of state and municipal enterprises. The authors of the law did not calculate the possible risks for communities from the transfer of municipal enterprises to private individuals during martial law," she wrote.

The bill proposes:

- to abolish private enterprises and state/municipal enterprises, replacing them with limited liability companies.

- to introduce a 7-year transition period for reorganization.

- to abolish economic management and operational management of state property, replacing them with lease, management or transfer of ownership.

- to transfer part of the norms from the Economic Code to the Civil Code.

According to the MP, the privatization of state-owned enterprises can lead to the loss of control over strategic objects, which is dangerous in wartime.

Replacing utility companies with economic companies endangers socially important services.

"The project cannot be corrected by technical editing and can harm the economy, social sphere and local self-government. The Association of Ukrainian Cities opposed it, pointing out its inconsistency with the Constitution and the threat to local self-government. The project did not change until the second reading. But there was an amendment there that abolishes fines for dishonest arms suppliers. The bill can actually lead to the largest redistribution of state property in the period of Ukraine's independence by a non-privatization method," Herashchenko added.

As the Ukrainian News agency earlier reported, the Verkhovna Rada intends to limit the pensions of those convicted of collaborationism to the subsistence minimum for people unable to work.
