Kyivskyi Metropoliten overpays UAH 160 million for delivery of donated carriages from Poland

The State Audit Service established that the Kyivskyi Metropoliten municipal enterprise overpaid UAH 160 million for the delivery of donated carriages from Poland.

This is stated in the message of the State Audit Service, Ukrainian News Agency reports.

The auditors established that the average market value of transport and forwarding services for the organization of international transportation of one subway carriage from Warsaw to Kyiv is UAH 0.5 million. Instead, Kyivskyi Metropoliten paid UAH 3.15 million for each delivered carriage.

"According to accounting data, full payment was made for the transportation of all 60 carriages that arrived from Poland for the total amount of UAH 189.34 million. While, according to the results of research into open sources of information (in particular, the websites of a number of transportation market operators), the estimated cost of providing such services could be only about UAH 30 million," the message says.

Thus, according to the report, 6.3 times more funds were spent from the capital budget than the situation required.

"It should be added that the winning company, which delivered carriages to Kyiv, apparently made its debut in the field of transport and forwarding services. It turned out that during 2022-2023 it no longer provided the specified services to any of the market participants. Transportation of carriages from Poland to Kyiv according to the contracts with the Kyivskyi Metropoliten - its only experience in this direction. However, the auditors failed to conduct a counter-check - they were not allowed to enter the enterprise. Because of this, the State Audit Service sent a corresponding letter of assistance to the National Police.

As Ukrainian News Agency earlier reported, the Warsaw Metro (Poland) will transfer 60 metro carriages to Kyiv free of charge.
