Case of Borysov, Odesa ex-military commissar, who vacationed in Spain and Seychelles during war, referred to court
Employees of the State Bureau of Investigation (SBI) have completed the investigation into Yevhen Borysov, the former head of the Odesa Regional Territorial Center for Recruitment and Social Support, who, pretending to be wounded at the front, went on vacation to the Seychelles and Spain.
The press service of the SBI has said this in a statement, the Ukrainian News agency reports.
It is noted that the former military commissar did not show up for duty without valid reasons and evaded military service duties.
Thus, it was established that the ex-military commissar traveled outside Ukraine in 2022-2023 under the guise of a person allegedly injured as a result of russian aggression.
In particular, with the help of a doctor he knew, he arranged for himself to leave, ostensibly for treatment after being wounded at the front.
"In fact, the former head of the Odesa Regional Territorial Recruitment and Social Support Center went to the expensive resorts of the Seychelles and Spain," the report says.
During the investigation, the fact of the use by the ex-military commissar of a forged document as a reason for not appearing on time for military service was also established.
Borysov is accused of:
- using a knowingly forged document (Part 4 of Article 358 of the Criminal Code);
- non-appearance for service on time without valid reasons by a military serviceman (except for conscript service), committed during martial law (Part 5 of Article 407 of the Criminal Code);
- evasion by a military serviceman from the duties of military service through other deception, committed under martial law (Part 4 of Article 409 of the Criminal Code).
He faces up to 10 years in prison.
As the Ukrainian News agency earlier reported, in July of last year, the Prosecutor General’s Office reported that the scandalous former head of the Odesa Regional Territorial Recruitment and Social Support Center Borysov went abroad at the end of December 2022 by deception and spent almost a month vacationing with his family in Moldova, Turkiye, Spain and the Seychelles.
Earlier, the State Bureau of Investigation informed Borysov of suspicion of illegal enrichment.
In the course of the investigation, the facts of the purchase of expensive cars by family members of Borysov in the territory of Ukraine with subsequent transfer abroad, as well as the facts of the purchase of elite real estate abroad, totaling more than UAH 190 million, were established.
The National Agency on Corruption Prevention revealed signs of illegal enrichment of Borysov for more than UAH 188 million.
One of the journalistic investigations shows that in 2022, Borysov's mother became the owner of a house in Spain worth more than EUR 4 million, and last year she bought a Mercedes-Benz EQV car for almost UAH 3 million.
Borysov's wife, for her part, purchased an office space in Spain worth EUR 737,000, also not having a sufficient amount of legally obtained assets and income for this.
The SBI employees detained the son of the head of one of the branches of the Vinnytsia United City Territorial Center for Recruitment and Social Support, who promised to "make" a package of documents for a trip abroad to a local resident for USD 20,000.
At the same time, almost 150 appeals regarding violations of their rights by territorial recruitment and social support centers have come from citizens of Ukraine to the Commissioner for Human Rights of the Verkhovna Rada of Ukraine, Dmytro Lubinets.
