The Cabinet of Ministers has laid down the procedure for movement of commodities across the boundary line in Donbas. The Government adopted a respective resolution at a session, Ukrainian News Agency reports. The procedure defines the legal treatment of movement of commodities including those validly declared humanitarian aid to and from the area of the anti-terrorist operation (ATO) across the boundary line and\/or within it. Save foodstuffs and medications within humanitarian supplies, goods transfer across the boundary line in either side is prohibited. The ban does not apply to commodities and products that ensure the functioning and attendance or are required in the manufacturing process at the smelting, ore-dressing, coal-mining, and energy sectors and critical infrastructures. The procedure covers individuals and businesses that carry out such movement. Its basis was formed by the proposals of counter-terrorism bodies, governmental agencies and NGOs. Prime Minister Volodymyr Groysman stressed that members of state bodies and of the public must counteract illegal transfer of goods across the boundary line at checkpoints including the railway. As Ukrainian News Agency earlier reported, the Cabinet is likely to limit the enumeration of goods delivered from the non-government controlled areas of Donetsk and Luhansk Regions.
