The Verkhovna Rada has refused to adopt draft law No. 4303 which is to permit Russia-based entertainers to tour Ukraine only upon they submit written statement of condemnation of the occupation of the territory of Ukraine.

Just 174 Member of Parliament gave votes for taking the bill as basis, while 226 votes is required for adoption.

The rejected bill required nationals of the occupant to obtain a certificate for holding a tour event.

Tours featuring nationals of the aggressor country, who failed to submit the statement, are punishable with an administrative fine.

Its rate is calculated by multiplying the factor, equal to 50% of the floor wage existing at the moment of the wrongdoing, by the maximum number of spectators the event hall or ground is meant for.

Theatre staff who hold citizenship of the occupant can participate theatrical productions in the territory of Ukraine only after signing the above statement.

Moreover, the bill is to prohibit TV and radio organizations from broadcasting musical pieces published for the first time after January 1, 2014 featuring the persons who appear on the list of persons posing threat to the national security or if at least one of the authors or performers is a citizen of the occupant and they spoke in public about the condemnation of the occupation of the territory of Ukraine.

As Ukrainian News Agency earlier reported, members of the TV and cinema industry find this bill lobbying and undemocratic.
