At the Uzhhorod District Territorial Recruitment and Social Support Center, people were handcuffed to a ladder, and several employees have been notified of allegations regarding this. Dmytro Lubinets, the Verkhovna Rada Commissioner for Human Rights, reported this on Facebook on Thursday, June 4.
Lubinets emphasized that serious human rights violations were documented at the Uzhhorod District Territorial Recruitment and Social Support Center, specifically that people were held for weeks—21, 24, 30, and even 50 days—where there were 40–60 people — only 3 mugs and 8 metal plates, ate in turn from the same unwashed dishes, used a single toilet and shower, and slept without bedding. Additionally, documents and phones were confiscated from the detainees.
"On June 4, 2026, the acting head of the Uzhhorod District Military Registration and Enlistment Office and the head of the military registration group were notified of suspicion of abuse of authority and unlawful deprivation of liberty. Separately, an instructor of the District Territorial Recruitment and Social Support Center. was notified of suspicion of torturing a conscript. This involves the unlawful detention of individuals and the use of physical violence. All suspects have been detained, and the issue of preventive measures is being resolved," the ombudsman reported.
Lubinets also raised a separate issue regarding the actions of the "Zakhid" Operational Command commission, which failed to document obvious violations during the official investigation, he emphasized.

As the Ukrainian News agency earlier reported, on June 1, Verkhovna Rada Human Rights Commissioner Dmytro Lubinets stated that he is demanding the creation of a working group under the Ministry of Defense to address human rights violations during mobilization.
On May 27, Lubinets stated that territorial recruitment and social support centers are increasingly turning into places of detention for citizens.
