Ukraine plans to build its first toll road: highway to be extended to border with Poland

Ukraine may get its first toll highway - the government is considering the possibility of building a high-speed highway from Kovel to the Yahodyn-Dorohusk checkpoint.

This is stated in the message by Deputy Minister of Communities and Territories Development Serhii Derkach in an interview with the Center for Transport Strategies (CTS).

According to the official, this project is the first one where the state is considering the format of public-private partnership, as it is not only about repairing the existing road, but also about its full reconstruction and expansion to four lanes.

"This is the first case in which we considered a road possible for a private public partnership. It was about its repair and expansion to four lanes. On the other hand, Poland is building an autobahn and it would be good to extend it to Kovel - there is a railway junction there and then a road junction. This will be a good case that we will try to work out," Derkach said.

According to the Deputy Minister, several possible routes are being considered that could connect Kovel with the border. The highway should be maintained by private companies that will participate in the project on a concession basis.

Derkach emphasizes that attracting private investment is one of the most effective ways to implement large-scale infrastructure projects. In this case, we are not talking about current repairs, but about the complete construction of new highways.

The direction to the Yahodyn-Dorohusk checkpoint was chosen because of its high traffic load. It is this traffic intensity that makes it possible to create a viable financial model for the concession

"In order to build a financial model, you need to know the number of vehicles to make this road interesting, to make someone pay for its use," the Deputy Minister explained
