12% of shelters in Kyiv do not exist or are used for other purposes - Ombudsman's Office

The Ombudsman's Office inspected shelters in ten districts of Kyiv, during which they found that 12% of shelters were missing or used for other purposes. This is stated in a message on the Telegram channel of the Commissioner of the Verkhovna Rada of Ukraine for Human Rights Dmytro Lubinets on Wednesday, August 20.

Lubinets noted that the Ombudsman's Office assessed the condition, accessibility and compliance with safety requirements of shelters, for which it conducted more than 50 monitoring missions in 10 districts of the capital. The results showed that most shelters are properly equipped: there is light, seating, drinking and technical water, first-aid kits, but there are significant violations.

The shortcomings identified:

  • 27% - no barrier-free access for persons with disabilities;
  • 24% - without a first-aid kit;
  • 23% — without drinking water supplies;
  • 14% — without visual signs or navigation;
  • 13% — with insufficient seating.

"The most dangerous thing is that 12% of shelters marked on official maps actually do not exist or are used for other purposes. We have initiated the removal of such objects from the maps so that people do not rely on non-existent protection," Lubinets said.

As the Ukrainian News agency earlier reported, on July 1, the Kyiv City State Administration stated that less than 7% of educational institutions do not yet have shelters.

In 2025, the Cabinet of Ministers will allocate UAH 6.2 billion to regions for the construction of shelters in schools.
