In Reserve+ you can now pay fine for failure to appear on summons – Ministry of Defense explains how it works

The Reserve+ application has a function for paying a fine for failure to appear on a summons. The Ministry of Defense announced this, the Ukrainian News agency reports.

The Ministry of Defense explained how the algorithm for paying a fine for failure to appear on a summons works: paying a fine for failure to appear on a summons works in the same way as for untimely clarification of data.

  1. Download Reserve+.
  2. Go to the Online Fines section and submit an application for recognition of a violation.
  3. Within three days, the territorial recruitment and social support center must consider the application and send a resolution, after which it is possible to pay a fine of UAH 8,500 - 50% of the full amount, there are 20 days to pay.

If you do not pay within this period, you will have to pay the full amount – UAH 17,000, if you do not pay within the next 20 days, the fine doubles and will be UAH 34,000.

After paying the fine, the red ribbon in Reserve+ will disappear, usually the whole process takes about four days. To see your current status, after paying the fine, update your military document in Reserve+.

The Ministry of Defense emphasizes that the obligation to comply with military registration requirements remains, so summons may continue to be received, systematic ignoring of summons will be grounds for criminal liability and other legal restrictions.

If you ignore the payment of the fine within 40 days, the case will be sent to the bailiff service, this may lead to the blocking of bank accounts, seizure of property or transport and entry into the Unified Register of Debtors.

What summonses are considered served?

The Ministry explains that a summons is considered served if it was sent by mail or handed to a person in person by a territorial recruitment and social support center's employees; each summons has a mark in the Oberih register that it was sent or handed over.

I did not know that I received a summons. What should I do in such a situation?

If the summons did not arrive, evidence is needed, for example, a certificate from the post office stating that the summons was missing or a notification that it could not be delivered, then you can contact a territorial recruitment and social support center and the violation will be removed.

If I pay the fine for not coming to receive the summons, will the red ribbon disappear?

Yes, this will be visible in Reserve+. The violation mark and the red ribbon will disappear. However, if the fine is not paid, you will continue to see the red ribbon in Reserve+.

Will summonses stop coming after paying the fine?

Paying the fine allows you to close one violation and removes the red ribbon. But this does not cancel your obligation to comply with the requirements of military registration. Therefore, summonses may continue to arrive.

If a person was served with a summons properly - in person or by mail - he can be considered to have been properly warned by the head of the territorial recruitment and social support center about the consequences of failure to appear, stipulated by Articles 210, 210-1 of the Code of Ukraine on Administrative Offenses, as well as Articles 336, 337 of the Criminal Code of Ukraine.

Systematic ignoring of summonses will be grounds for criminal liability and other legal restrictions.

I received a summons, but for a good reason I could not get to the territorial recruitment and social support center on time. Will I get a red ribbon?

The law defines good reasons as natural disaster, illness, death of a relative or hostilities. You have three days from the date you were supposed to appear for the summons to notify the territorial recruitment and social support center of your failure to appear. And seven days in total to arrive. The issue of removing the red ribbon in such cases will be considered on an individual basis.

And what if you file an application for recognition of the offense, but do not pay the fine?

If you ignore the payment of the fine within 40 days, the case will be sent to the enforcement service. This may lead to blocking of bank accounts, seizure of property or transport and entry into the Unified Register of Debtors.

If I paid the fine for failure to appear on a summons, having visited the territorial recruitment and social support center in person, I have a receipt, but in Reserve+ I still see this violation, what should I do?

This can happen if the territorial recruitment and social support center did not enter information about the payment into the register. Because of this, the information was not displayed in the application. If you paid the fine for this violation, then you do not need to acknowledge the violation again and pay the fine again. But we recommend that you have a receipt with you.

If I have a red ribbon, but did not file an application for payment of the fine, will my case be sent to the enforcement service?

No, but in this case, the National Police will detect a violation during the document check and may forcibly take you to the territorial recruitment and social support center to draw up a report.

Can I pay the fine not in Reserve+?

Yes, you can write an application to the territorial recruitment and social support center and pay the fine offline. The service for paying the fine in Reserve+ is a voluntary additional tool that helps to follow the rules of military registration and allows you to quickly resolve issues without queues and unnecessary hassle.

As the Ukrainian News agency earlier reported, in early August, the Ministry of Defense launched testing of a service for paying a fine for failure to appear for a summons in Reserve+.

Earlier, the Ministry of Defense launched online payment of fines for those liable for military service who did not clarify their data by July 16, 2024.
