Ukrainian farmers have sent an open letter to the Prime Minister of Ukraine Denys Shmyhal over the critical situation in agriculture, which will lead to a reduction in wheat acreage for the next marketing year. The consequences will be a decrease in exports and an increase in bread prices in Ukraine. This is stated in a message of the All-Ukrainian Agrarian Council (UAC).
The UAC emphasized that in addition to the war, farmers were affected by the crop failure and reduction in crops due to anomalous drought, spring frosts, as well as restrictions by the European Union on Ukrainian agricultural exports. The greatest damage was suffered by agricultural farms in the southern and eastern regions, in particular the Kherson and Dnipropetrovsk Regions, where the crop on tens of thousands of hectares was completely or partially lost due to a lack of precipitation and irrigation after the occupiers blew up the Kakhovka hydroelectric power station.
"According to the results of a survey conducted by the All-Ukrainian Agrarian Council among farmers of the Kherson Region, more than 55,000 hectares of crops have been lost in the region. On significant areas, crop losses of the key crop for food security — wheat — range from 50% to 100%," the appeal says. In addition, from June 6, 2025, the European Union introduced restrictions on the import of Ukrainian agricultural products, which reduced exports and increased pressure on domestic prices. The UAC noted that for the fourth year in a row, the area sown with grain crops has been decreasing in Ukraine, and wheat production in 2025 will be about 23 million tons, which is almost 10 million tons less than in 2021.
"We declare with all responsibility: if the Government does not intervene, this will inevitably lead to a reduction in wheat acreage for the next marketing year. And this means a decrease in exports and an increase in bread prices in Ukraine," the statement said.

As the Ukrainian News agency earlier reported, direct losses to Ukrainian agriculture as a result of a full-scale war and temporary occupation of part of the territories as of the beginning of 2025 amounted to USD 11.2 billion.
