The aggressor country russia is carrying out a large-scale expansion of a plant in Siberia in order to increase production of explosives used in artillery shells and other types of ammunition.
According to Reuters, this is evidenced by an analysis of satellite images and publicly available documents.
The documents show that a new production line is being built at the Biysk Oleum Plant in the city of Biysk in the Altai Krai. It will produce hexogen (RDX).
However, most experts interviewed by the news agency do not rule out that it may be intended for the production of octogen (HMX) - another explosive with a similar molecular structure.
Satellite images reviewed by Reuters journalists show that new buildings and related infrastructure are being constructed on the territory of the plant.
A person close to the construction, as well as a construction contractor, confirmed on condition of anonymity that the plant in Biysk is undergoing major reconstruction.
According to the draft contract, which was published on the state procurement website in 2023 and then removed, the new plant was to produce 6,000 tons of explosives per year and be completed this year.
As the Ukrainian News agency earlier reported, in April 2025 it became known that russia is building two new landing ships in occupied Crimea. These ships will be capable of transporting combat helicopters.
