Oleksandr Arseniuk appointed Director of NBU Open Markets Department

Oleksandr Arseniuk has been appointed Director of the Open Markets Department of the National Bank of Ukraine from March 25, 2025.

This is stated in the NBU's message, the Ukrainian News agency reports.

His responsibilities in this position will include, in particular:

- conducting operational analysis and forecasting, ensuring the process of regulating the monetary and foreign exchange markets, determining and methodological support for indicators of the monetary and foreign exchange markets;

- conducting operations by the National Bank using standard instruments for regulating the liquidity of the banking system and conducting currency interventions;

- managing international reserves of Ukraine and non-reserve assets of the National Bank in foreign currency and monetary gold;

- regulatory and methodological support for instruments for implementing monetary policy, currency regulation, the functioning of the stock market within the powers of the central bank, and currency supervision;

- conducting operations to service the state debt related to the placement of government securities issued in the form of domestic government loan bonds, the depository servicing of the circulation and placement of which is carried out by the National Bank;

- conducting operations to purchase/sell securities in accordance with the regulatory legal acts and administrative acts of the National Bank or on behalf of its clients.

The Open Markets Department belongs to the Market Operations vertical, the general management and control of which is exercised by the Deputy Governor of the National Bank, Yurii Heletii.

As the Ukrainian News agency earlier reported, Oleksandr Arseniuk has been working at the National Bank since 2001. Since June 2024, he has been acting as Director of the Open Markets Department of the National Bank.

Prior to his appointment as the Director of the Open Markets Department, Oleksandr Arseniuk headed the Department for Operational Regulation of the Monetary Market of this department for ten years.

Before working at the National Bank, from 1998 to 2001 he worked as a correspondent for the economics department of JSC Interfax-Ukraine. Oleksandr Arseniuk graduated with honors from the Kyiv National Economic University (1998, Master's degree in Public Finance Management).
