UAH 23 billion is to be directed through the State Border Guard Service to purchase ammunition for the Armed Forces of Ukraine through an intermediary company. At the same time, a 100% prepayment for ammunition is provided.
The director of the Defense Express information and consulting company Serhii Zghurets reported this on the air of Espreso on Monday, December 2.
According to him, on November 29, the Cabinet of Ministers issued an order to provide the State Border Guard Service of Ukraine with UAH 23 billion to purchase ammunition for the Armed Forces of Ukraine. Zghurets noted that on November 27, the State Border Guard Service received an offer from an intermediary company.
"We are talking about various ammunition, which is listed there as new. But the volumes of this ammunition significantly exceed the production volumes of those countries that are also listed. And a 100% prepayment is also provided. And all this is being done bypassing the Ministry of Defense, which is supposed to monitor this process and make appropriate procurement. We are still studying the issue. And there are doubts about the implementation of this contract," said Zghurets.
The expert emphasized that the prices of this ammunition are 5%-8% higher than the average market price, while the procurement is intended to be made bypassing the Defense Procurement Agency of the Ministry of Defense, which was created specifically to conclude contracts and control supplies to the front.
Zghurets named the risks of such procurement:
- volumes in which new ammunition cannot be manufactured;
- price, which is higher;
- procurement is made through a Polish intermediary firm, not the Defense Procurement Agency.
As the Ukrainian News agency earlier reported, on November 20, journalist Yuriy Butusov published a video in which defenders complain about low-quality ammunition.
On November 26, the Ministry of Defense announced that they have been investigating the causes of the abnormal operation of 120-millimeter mines for the third week.
Recall that complaints about defective mines first appeared in early November.
