Personnel rotations in Defense Ministry: Umerov dismisses 3 deputies and State Secretary

The head of the Ministry of Defense, Rustem Umerov, signed a submission to the Cabinet of Ministers on the dismissal of his three deputies and the State Secretary.

He announced this on his Facebook page.

"I signed a submission to the CMU on the dismissal of the Deputy Minister of Defense - Stanislav Haider (who is moving to the position of the head of the Minister's Office), Oleksandr Serhii, Yurii Dzhyhyr, Liudmyla Darahan (State Secretary)," he said.

Umerov explained that he made the decision on personnel changes in the context of the fact that "the system of the Ministry of Defense of Ukraine - the Armed Forces, the Defense Intelligence and the State Special Transport Service - is a closed perimeter during martial law", and therefore "all internal processes must be clear and controlled", and "any external or internal attempts to influence them are unacceptable."

The Minister also announced that the defense procurement system is being reformed.

"SpetsTechnoExport (STE) is transferred from the Defense Intelligence to the Ministry of Defense. I set myself the task of completing the process of cleaning up the procurement system in close cooperation with law enforcement and anti-corruption agencies," he said.

According to Umerov, the reform of the Defense Procurement Agency (DPA) and the State Operator For Non-Lethal Acquisition (DOT) continues, bringing these processes closer to NATO standards.

"Supervisory councils will be created for both structures in the near future. The submission to the CMU will be made this week," the head of the Ministry of Defense said.

As the Ukrainian News agency earlier reported, Umerov, talking about the key achievements of his first year as a minister, said that over the past year in Ukraine, mobilization indicators have increased threefold, the next step is the reform of territorial centers of recruitment and social support (military commissariats).

On September 6, 2023, the Verkhovna Rada appointed the former head of the State Property Fund, Rustem Umerov, to the position of Minister of Defense.
