Cabinet of Ministers appoints Vyskub to replace Havryliuk as First Deputy Defense Minister

The Cabinet of Ministers has appointed Oleksii Vyskub as First Deputy Defense Minister, replacing Ivan Havryliuk. Defense Minister Mykhailo Fedorov has announced this on his Telegram channel, the Ukrainian News agency reports.

Vyskub has been working as the First Deputy Minister of Digital Transformation since 2019, responsible for the development of Diia and public services. According to Fedorov, since the beginning of the full-scale invasion, he has been actively involved in the technological war and the development of all military projects of the Ministry of Digital Transformation, and was involved in the implementation of the Army of Drones, eBalls, Drone Line, drone assault regiments, the construction of echelons of UAV crews, and the development of "small" air defense.

Fedorov said that he will continue to be responsible for the development of key projects to achieve the goals of the war.

Lieutenant General Ivan Havryliuk will continue to work in the Defense Ministry as Deputy Minister. Fedorov noted that he has extensive practical experience in military management, logistics and planning, and his participation is important for strengthening rear processes and providing the front with effective solutions.

Deputy Defense Minister Serhii Boiev will continue to work in the Defense Ministry as Deputy Minister for European Integration. Fedorov noted that he has international experience in economics, strategy and partnership development, worked in leading consulting companies, and was involved in attracting partners to the Ukrainian defense industry.

Boiev joined the Defense Ministry team in 2024 and headed the direction of interaction with international partners. Fedorov noted that today his expertise is important for building effective and long-term relations with the EU, NATO and other states, as well as attracting security assistance and funding.

Fedorov also said that Deputy Ministers Lieutenant General Yevhen Moisiuk, responsible for troop generation and social security, Lieutenant Colonel Yurii Myronenko, responsible for the development of innovations for the front, and Oksana Ferchuk, who heads the direction of digitalization and digital transformation, remain in the team.

As the Ukrainian News agency earlier reported, on January 14, the Verkhovna Rada appointed Mykhailo Fedorov as Minister of Defense. Fedorov, 35, previously served as First Deputy Prime Minister and Minister of Digital Transformation.
