Cabinet appoints 5 new Digital Transformation Deputy Ministers – Fedorov

The Cabinet of Ministers has appointed 5 new deputies to the Minister of Digital Transformation: Valeriia Koval, Zoriana Stetsiuk, Stanislav Prybytko, Natalia Denikeieva, Vitalii Balashov. First Vice Prime Minister - Minister of Digital Transformation Mykhailo Fedorov announced this on the Telegram channel, the Ukrainian News agency reports.

"We are strengthening the team to be more effective - the Government has appointed 5 new deputies to the Ministry of Digital Transformation... This is the beginning of the transformation into the Ministry of Digital Transformation 2.0. The goals are becoming more ambitious, their number is increasing. New personnel appointments are the path to efficiency thanks to the new mission, vision, HR strategy, values, and changes in the organizational structure," he said.

Fedorov noted that over the past six months, the Ministry of Digital Transformation has been undergoing a large-scale transformation, in particular, it is switching to a new operating model, optimizing internal processes, and integrating artificial intelligence into all areas — from legal to HR. Part of the structural changes in the Ministry of Digital Transformation is the appointment by the government of five new deputies, four of whom have grown within the Ministry of Digital Transformation ecosystem.

According to Fedorov, the new deputies will strengthen the key areas of the ministry: digital services, data, infrastructure, digital economy, and cyber defense.

Valeriia Koval is Deputy Minister of Digital Transformation for the Development of the Ecosystem of Digital and Offline Personalized Services. Koval has been working in the team since the very beginning of the Ministry of Digital Transformation, and before that, she worked as a digitalization expert at the State Agency for Electronic Governance.

Zoriana Stetsiuk is Deputy Minister of Digital Transformation for Digital Governance, Data, and Digital Infrastructure. Stetsiuk has been with the Ministry of Digitalization since 2019, starting as a state expert in process reengineering, and is now responsible for the development of the GovTech direction - digitalization of all government bodies, development of modern electronic registers, and systemic interaction with heads on issues of digital transformation of government bodies.

Stanislav Prybytko is Deputy Minister of Digital Transformation for the Development of Digital Infrastructure. Prybytko has been with the Ministry of Digitalization since 2020, starting as Head of the Mobile Communications Development Department, later heading the Department of Electronic Communications and Radio Frequency Spectrum.

Natalia Denikeieva is Deputy Minister of Digital Transformation for the Digital Economy. Denikeieva has been with the Ministry of Digitalization for over 5 years, starting as Head of the Department, and is now responsible for projects on the development of the digital economy - from Diia.City and Code.ua to support for startups and innovative businesses, as well as for digitalization and policy formation in the gambling business.

Vitalii Balashov is the Deputy Minister of Digital Transformation for Cybersecurity and Cloud Technologies. Balashov joined the team after many years of work in the IT sphere.

At the same time, Fedorov reported that Oleksii Vyskub remains in the position of First Deputy Minister, Oleksandr Borniakov is the Deputy Minister for European Integration.

As the Ukrainian News agency earlier reported, on July 17, the Verkhovna Rada appointed a new Cabinet of Ministers of the newly appointed Prime Minister Yuliia Svyrydenko. In particular, Fedorov, who in the government of Denys Shmyhal was the Deputy Prime Minister for Innovation, Development of Education, Science and Technology - Minister of Digital Transformation, was appointed First Deputy Prime Minister - Minister of Digital Transformation.
