Servant of the People MPs suggest Rada allow combination of parliamentary mandate with position of minister
Members of Parliament from the Servant of the People faction propose to the Verkhovna Rada to allow the combination of a parliamentary mandate with the position of a member of the Cabinet of Ministers. The corresponding bill No. 13304 was registered in the Rada on May 21, the Ukrainian News agency reports.
In particular, it is proposed to allow parliamentarians to hold the positions of Prime Minister, First Deputy Prime Minister, Deputy Prime Minister, Minister, as well as First Deputy and Deputy Minister.
Among the authors of the bill is the head of the Rada Committee on Social Policy and Protection of Veterans' Rights, Halyna Tretiakova.
The explanatory note to the bill notes that with the entry into force in January 2016 of the Law "On Civil Service" of December 10, 2015, the positions of members of the Cabinet of Ministers were excluded from the list of civil service positions, the positions of Prime Minister, Deputy Prime Ministers, Ministers, Deputy Ministers were classified as political positions and public service (Public servant), and therefore do not fall under the constitutional requirement regarding the incompatibility of a parliamentary mandate with civil service.
The parliamentarians note that modern constitutional practices in most parliamentary and parliamentary-presidential states in Europe provide for the possibility of combining the mandate of a member of parliament with ministerial positions as a tool for government accountability to parliament and political responsibility.
As the Ukrainian News agency earlier reported, according to the Constitution of Ukraine, MPs cannot have another representative mandate, be in the civil service, hold other paid positions, engage in other paid or entrepreneurial activities (except for teaching, scientific and creative activities), be a member of the governing body or supervisory board of an enterprise or organization that aims to make a profit. In the 2019 elections, the Servant of the People party won 254 seats, which allowed it to form a monocoalition. As of May 21, 2025, the Servant of the People faction has 232 deputies. To maintain the status of a monocoalition, at least 226 MPs are required.
