Rada supports creation of Ministry of Demography
The Committee of the Verkhovna Rada on Humanitarian and Information Policy Issues recommends that the Parliament adopt in the first reading the bill on the creation of the Ministry of Demography.
The press service of the committee stated this, the Ukrainian News agency reports.
"The MPs of Ukraine discussed the mentioned bills and recommended that the Verkhovna Rada of Ukraine adopt as a basis the project on the principles of state demographic policy, submitted by the MP of Ukraine M. Kniazhytskyi and other MPs (reg. No. 11424 dated 07/22/2024), based on the results of consideration in the first reading, and reject the alternative bill under reg. No. 11424-1," the message reads.
The bill proposes to create a central executive authority on demographic issues, which will ensure the formation and implementation of the state demographic policy.
It is also proposed to create the Fund for Restoring the Demographic Potential of Ukraine, which will be a state institution performing special functions to promote the demographic development of Ukraine.
The activities of the Fund will belong to the sphere of management and will be coordinated by the Ministry of Demography.
According to the bill, the financing mechanisms of the state demographic policy are:
- unification on a contractual basis of financial resources of subjects of state demographic policy, state and private partners based on the principles of public-private partnership, international institutions;
- state budget expenditures;
- state target programs; funds coming to the state budget as part of aid and grant programs of the European Union, foreign governments, international organizations, donor institutions;
- grants from the Fund for Restoration of the Demographic Potential of Ukraine.
As the Ukrainian News agency earlier reported, 19 members of the Verkhovna Rada propose to the Parliament to create a Ministry of Demography.
