​CEC Terminates Authority Of Mariupol, Krasnoarmiisk City Electoral Commissions In Donetsk Region Ahead Of Time

The Central Electoral Commission (CEC) has terminated authority of the entire bodies of the Mariupol and Krasnoarmiisk city electoral commissions in Donetsk Region ahead of time.

The CEC believes that systematic law violations by these commissions and their failure to comply with the mandatory CEC decisions led to infringement of citizens' voting rights guaranteed by the constitution. Separate commission members' action that resulted in failure of local elections in these cities bear signs of obstructing rights to vote, civilian rights, other electoral subjects' rights and components of crime qualified by Article 157 of the Penal Code.

The Mariupol city electoral commission refused to accept ballot papers from the manufacturer and hand them over to precinct commissions.

On October 30, the city electoral commission passed a resolution on establishing outcome of the elections and declaring them a failure.

The CEC finds this decision inconsistent with the legislation and exceeding the limits of the commission's authority.

The Krasnoarmiisk city electoral commission accepted ballot papers from the manufacturer but refused to hand them over to lower commissions citing a Donetsk District Administrative Court judgement.

On October 25, the city electoral commission passed a resolution declaring the elections a failure.

The CEC finds this decision inconsistent with the legislation and exceeding the limits of the commission's authority.

The CEC cancelled these commissions' resolutions declaring the Krasnoarmiisk and Mariupol elections a failure and discontinued the entire commissions' powers ahead of time.

Local party chapters have time till November 4, 24:00 to submit their candidacies for these commissions.

The CEC applied the Chief Directorate of the Ministry of Internal Affairs in Donetsk Region to check the commissions members' actions and respond in keeping with the law.

As Ukrainian News earlier reported, CEC Chairman Mykhailo Okhendovskyi supposes that the CEC by itself could have resolved the issue of printing ballot papers for local elections in Mariupol and Krasnoarmiisk and delivery to ballot stations if the Verkhovna Rada passed a special law entitling it for that.
