Law Enforcement Officials Detain Ukrinterenergo's Director Zinevych On Suspicion Of Embezzling Company Funds

The PGO announced this in a statement.

Law enforcement officials have detained the director of the state-owned Ukrinterenergo foreign trade company (Kyiv), Volodymyr Zinevych, on suspicion of embezzling the company's funds in connection with the conclusion of a contract with Steel Mont Trading Ltd (Britain) for supply of coal from South Africa.

The PGO announced this in a statement.

"Pre-trial investigation of the actions of the director of Ukrinterenergo is classified as large-scale embezzlement of funds belonging to a state enterprise under Section 5 of Article 191 of the Penal Code, which is punishable with imprisonment for up to twelve years with confiscation of property. On the basis of a court decision dated December 4, the suspect has been detained with the aim of delivering him to court for consideration of a petition to remand him in custody," the statement said.

According to the statement, investigators with the Main Investigation Department of the Prosecutor-General's Office launched the relevant criminal case on November 6 on suspicion of large-scale embezzlement of public funds by officials of the Tsentrenergo power generating company, the Ukrinterenergo state company, and a number of other business entities.

One of the criminal activities being investigated by investigators is the conclusion of a foreign trade contract for purchase of coal of dubious quality from South Africa in August 2014.

According to the statement, the pre-trial investigation has established that the director of Ukrinterenergo abused his official position and acted in prior collusion with a group of people by knowingly signing a contract with Steel Mont Trading Ltd in August to acquire from South Africa 1 million tons of coal that was previously unsuitable for use based on individual quality indicators despite being aware of the low quality of the coal.

In addition, the actual cost of acquisition of the coal increased from the initial USD 86 to USD 134 per ton as a result of repeated signing of additional specifications under this contract.

As Ukrainian News reported, Ukrinterenergo signed a contract for supply of 1 million tons of coal with Steel Mont Trading Ltd on August 19.

Prosecutors interrogated Zinevych and Tsentrenergo's acting Director Yurii Holovachev in November in connection with the purchase of coal from South Africa.

After that, Minister of Energy and Coal Industry Yurii Prodan said that the price of the coal purchased from South Africa was justified and Prime Minister Arsenii Yatseniuk instructed the Security Service of Ukraine to identify the people who might be interested in disrupting the contract for supply of coal.
