Moratorium On Charging Fines And Penalties On Borrowers From ATO Zone For Late Payments Takes Effect

The law was published in Holos Ukrainy newspaper on October 14.

The moratorium on charging fines and penalties for late payments under credit agreements and loan agreements from April 14 for citizens registered, permanently residing and resettled from the anti-terrorist operation (ATO) zone and for legal entities and private entrepreneurs who do business in this territory has taken effect.

The law was published in Holos Ukrainy newspaper on October 14.

The law temporarily restricts public supervision in the sphere of economic operations in the period an in the territory of the ATO.

The law also addresses problems with carrying out registration of private entrepreneurs and carrying out registration actions to change location of legal entities and place of residence of private entrepreneurs.

Moreover, the document automatically prolongs effect of permissive document, issued to business entities, by the period and in the zone where the ATO is held

In the sphere of economic operations the law prohibits planned and unscheduled inspections of business entities in the period and in the zone where the ATO is held.

Such business entities who carry out operations in the ATO zone are exempted from payment for use of land plots of state and communal ownership for the ATO period.

For the ATO period too business entities in this territory also are exempted from payment for using state and communal properties.

Moreover, the document imposes a moratorium on charging late fees for backlog in payments for housing and public utility services.

This law will cease its force in six months after completion of the ATO.

As Ukrainian News earlier reported, on September 2, the Verkhovna Rada imposed a moratorium on charging fines and penalties on borrowers from the ATO zone for late payment.
